Can immigrants studying in Australia be applied for as long as they meet the immigration score of 60 points. Are there any requirements for occupations?

What are the differences between technical immigrants and study abroad immigrants. Why do I see that some places say that they have to accumulate 120 points, and some places say they have to accumulate 60 points?
